Heavy Metal Testing Under MoCRA: A Broader Panel Than You Might Expect

This is where cosmetics testing diverges sharply from what most brands expect, and where a lot of manufacturers get caught off guard.

The standard assumption is that heavy metals testing means four elements: arsenic, cadmium, lead, and mercury. Under MoCRA, the recommended panel for cosmetics is wider. Our cosmetics heavy metals panel includes three additional elements, chromium, cobalt, and nickel, bringing the total to seven.

Why the expanded panel? Cosmetics are applied directly to skin, lips, and in some cases the eye area. Dermal absorption and repeated daily exposure create a different risk profile than ingestible products. Chromium, cobalt, and nickel are recognized skin sensitizers and potential carcinogens, and their presence in cosmetic formulas at elevated concentrations is a genuine safety concern, not a theoretical one. MoCRA reflects that reality.

We run cosmetics heavy metal testing by ICP-MS using USP <233> methodology, providing high sensitivity and specificity across complex cosmetic matrices including creams, serums, powders, lip products, and color cosmetics.
The 7-Element MoCRA Panel: Arsenic (As) · Cadmium (Cd) · Mercury (Hg) · Lead (Pb) · Chromium (Cr) · Cobalt (Co) · Nickel (Ni)

Applicable limits vary by product type, including lip products, eye area cosmetics, and externally applied products.
